Thomas Clement Cobbold was a career diplomat who was made a Companion of the Civil Division of the Bath in recognition of his 22 years' diplomatic service in August 1879. He entered the Diplomatic Service in 1854 when he was temporarily attached to the Embassy in Constantinople. The following year he was appointed unpaid Attache at Berlin and the year after that transferred to Lisbon. He was Acting-Consul at Oporto from August 1857 until October 1858. He became paid Attache at Lisbon in January 1859 and a 2nd Secretary in H M's Diplomatic Service in October 1862 being transferred to Turin in November that year. His next appointment was to Stuttgardt in August 1864 followed by Acting Charge d'Affaires at Baden-Baden from June till October 1867. He was promoted to be Secretary of Legation at Rio de Janeiro in July 1869 and was acting Charge d'Affaires there from June 1870 until April 1872. A return to Lisbon was next in 1873 as acting Charge d'Affaires there from June 1874 until May 1875.

Following the death of his brother, he resigned on December 23rd 1875 and returned to Ipswich and was elected to represent Ipswich on 1st January 1876. He became a Suffolk Magistrate and a senior director of Bacon Cobbold & Co. He is remembered on a brass plaque on the west wall of St. Mary le Tower, the Civic Church of Ipswich.
