b Aldershot, Hampshire The second son of Charles Burch Phillipps of Barham Hall, Suffolk and his wife Amy Florence Colvile. Charles Phillipps was a Major in the 6th Foot Regiment. Major Picton Phillipps was educated at Oxford Military College and was appointed Lieutenant in the Royal Marine Artillery in 1886 and was promoted to Captain in 1896. He gained first class qualifications in Gunnery, Equitation, Torpedo and Army Signalling. He served as Adjutant in the 1st Suffolk Artillery Volunteers from 1902 to 1905 and was promoted to Major by brevet in 1907 and Major in 1909. He received the CMG (Companion of the Order of St Michael and St George) and the MVO (Member of the Royal Victorian Order).
