Francis Webb's first marriage on 31 10 1932 in Hong Kong was to Enid Ida Elliot-Heywood. She was born 24th October 1907 and died, divorced in Brighton in 1972. They had 2 children, the first was John Francis Webb born 25 12 1937 in Sevenoaks and died 6 4 2002, Kensington, London. (John Francis also had 2 children). Their second child was Peter B Webb born 1941 in Hove Sussex.

Francis and Grace also had 2 children.

Francis Wynne Webb was commissioned into the Royal Artillery in 1927, was ADC to the Acting Governor of Hong Kong in 1932, advanced to Captain in 1938; Acting Major in 1940; Temporary Major in 1941 and Major in 1944. He had been granted the rank of Temporary Lieutenant-Colonel in 1942 and Acting Brigadier the same year. He became a substantive Lieutenant-Colonel in 1949 and retired Honorary Colonel on 7th February 1953.

He was awarded the OBE (Military Division), gazetted 5th August 1943 when a Captain but Temporary Lt. Col., the citation reads: He has been successively GSO 1 and AQMG, and for six weeks DA&QMG of HQ 21 Ind. Corps. His zeal and ability have been, at all times, outstanding. His work since the Corps was raised has been consistently of exceptional merit: especially was this the case at the period of the formation of the corps when, almost without assistance, he carried out a multiplicity of tasks with the most exceptional devotion to duty.

After retirement he developed his interest in Philately. He became a Council member of the Royal Philatelic Society of London. He specialised in Plating and assisted the Hong Kong Government in organising their 1962 Postal Centenary Exhibition. He is known to have written at least two books: 'A Study of the Postal & Philatelic History of Hong Kong & the Treaty Ports of China and Japan' and 'Hong Kong Airmails'
