This Irish peerage was created in 1822 for Francis Needham, who was already the 12th Viscount Kilmorey, a General in the British Army. He was a former member of Parliament for Newry. He was made Viscount Newry & Mourne in the County of Down at the same time. The title of Viscount Kilmorey had been created in 1625 for Sir Robert Needham, member of parliament for Shropshire and High Sheriff of Shropshire. The Viscountcy passed through a number of sons until the 12th became the 1st Earl.

The Needham Estate known as Mourne Park is near Kilkeen in County Down, Northern Ireland. It is now owned by the Anley family, descendants of the 4th Earl of Kilmorey. The house was badly damaged by fire on the 18th May, 2013.

General Francis Needham and his wife had ten children.
