Charles was educated at Durham School where he developed as a fine oarsman. He won the Raby Plate for coxless pairs in 1851 and the University Plate in the school first four at Durham Regatta in 1852. At the same regatta he won the Wear Scurry Plate for scullers.

Charles was a nephew of Temple Chevallier (#2116 in the tree) who took responsibility for his education. In 1852 Charles started undergraduate life at Hatfield Hall, Durham University's newly established college. He is thought to have been a member of the Hatfield four which competed in the first Grand Challenge Cup at Durham Regatta in 1854 losing in the final to University College.

He was awarded his MA in 1855 and ordained in 1858, proving to be a popular curate at Esh. He moved to Heighingham near Darlington as Vicar in 1869 where he oversaw the restoration of the old Norman church and enlarged the village school. Charles maintained a strong interest in Durham University attending meetings of the Association until his death at Heighingham in 1884 aged only 49. He and most of his family are buried near the main entrance to the church in Esh.
